Request for Statements of Interest

(2020-22) Services Related to Housing and
Community Development Programs in St. Lawrence County

 

St. Lawrence County is requesting Statements of Interest from qualified vendors to provide housing rehabilitation, first-time homeownership and other housing-and community development-related programs for St. Lawrence County through Subrecipient Agreements for each award made by Federal or State agencies. The County anticipates that the next Subrecipient Agreement will be executed after notices of award for NYS’s next round of Community Development Block Grant (CDBG) funding, for which a Notice of Funding Availability (NOFA) has not yet been issued.

 

Since 1982, St. Lawrence County has received CDBG funds to complete projects that primarily benefit low- and moderate-income persons. These grants have involved a broad range of housing and community revitalization projects including: housing rehabilitation, septic tank replacement, homeownership assistance, public infrastructure (water and sewer projects), public facilities, and economic development. Over $29 million in CDBG funding for projects in St. Lawrence County has been secured; 53 different awards were for housing-related activities.  In recent years, funds from other programs such as the NYS State Septic System Replacement Fund and HUD’s Lead-Based Paint Hazard Reduction Program have also been utilized to advance safe and sanitary housing conditions for residents of the County.

Sealed Proposals are due no later than 3:00 pm local time on January 29, 2021.  Submissions may be mailed or hand delivered to: St. Lawrence County Purchasing Department, 48 Court Street, Canton, NY 13617. Electronic submissions will not be accepted. 

 

In order to protect members of the public and County staff, the following changes have been instituted for the proposal opening of the above referenced bid: The Courthouse is open by appointment only; you will need to call the Purchasing Office at (315) 379-2207 upon your arrival in the parking lot and staff will accept your sealed proposal at the entrance of the 1993 Courthouse addition. If you choose to attend the opening, you must call the office prior to the opening so you may gain access to the building. Please also remember to wear a mask and practice physical distancing.

Vendors are encouraged to submit proposals as soon as possible.  Bidders will be fully responsible for the delivery of their bids in a timely matter.  Reliance upon the US Postal Service or other carriers is at the bidder's risk.  Late bids will not be considered
