LEGAL NOTICE
Bids for the Contract 1 - Site Construction – for the St. Lawrence County Emergency Communications Project Potsdam Site located in, St Lawrence County, New York, will be received until 3:00 pm local time on Thursday, July 17, 2025, at the office of the County Purchasing Department, 48 Court Street (Basement), Canton, New York 13617, telephone (315) 379-2207.
Bids will be publicly opened and read aloud thereafter. A mandatory Bid Walk is scheduled at 10:00 am local time on Monday, July 9. 2025, meeting at the at the South end of the Lowe’s parking lot at 61 Country Lane, Potsdam. New York 13676.
The project includes the construction of one emergency communication site as specified in the Contract Documents including the installation of owner-procured equipment (steel lattice antenna tower, equipment shelter and generator).
One prime contract is part of this work, as follows: Contract 1 – Site Construction:
Each Bid must be made using the forms provided in the Contract Documents and shall be accompanied by a deposit of cash, bank cashier's check, certified check or Bid Bond payable to St. Lawrence County in the amount of 5% of the Total Bid as a guarantee that the Bidder will enter into the Contract if the project is awarded to him. The retention and disposal of such Cash, Bank Cashier’s Check, Certified Check, or Bid Bond, by the County, shall conform with Article 5A, Section 105 of the General Municipal Law, as amended.
Contract Documents (Plans, Specifications, Proposal Forms and submittal requirements) may be reviewed or are available at the Syracuse office of C&S Engineers, Inc. 499 Col. Eileen Collins Blvd, Syracuse, NY 13212 by contacting Rita Fendick at (315) 455-2000, rfendick@cscos.com.
All prospective bidders are requested to register with Rita Fendick at C&S Engineers, Inc. to ensure receipt of any addenda. It is the Bidders sole responsibility to ensure receipt of all addenda.
Bids must be submitted in sealed envelopes with the words “St. Lawrence County, Emergency Communications Project, Potsdam Site, Contract Number and the Bidder’s name and address plainly written on the outside.
Bidders are not to include in their Bid, sales and compensating use taxes of the State of New York and of counties or cities on materials, equipment, and supplies to be incorporated into the Project. The successful Contractor will be required to execute the Contract and comply, in all respect, with Article 5A, Section 105 of the General Municipal Law, as amended.

The County has a goal to achieve the following MWBE participation in this project, if possible:
15% Minority Owned Business, and 15% Women Owned Business Contractors shall submit as part of their BID a preliminary MWBE Utilization Plan, if the bidder is able to utilize MWBE’s.
The low bidder, upon notice, may be required within 24 hours of being notified, to submit its most recent audited financial statement. Such statement shall be kept confidential consistent with the provisions of the Public Officers Law.
The County reserves the right to reject any and all Bids offered.
