ADVERTISEMENT FOR BIDS – ST. LAWRENCE COUNTY INTERIOR ALTERATIONS
Project Name and Location: St. Lawrence County Courthouse Interior Alterations (St. Lawrence County Project No. 2025-17, 48 Court Street, Canton, New York.
This document contains instructions to bidders for the project named above. This bidding document is part of the Contract Documents.
A Pre-bid walk-through is scheduled for Tuesday, 15 July 2025 at 2:30 PM. Contractors will meet owner and architect in the first-floor lobby of the courthouse.
Submission of Bids: Submit Document 004113 - Bid Form before the time and date below. Bidders will be fully responsible for the delivery of their bids in a timely manner. Reliance upon the U.S. Postal Services or other carriers is at the bidder’s risk. Late submissions will not be considered. Submit bids in sealed and labeled envelopes with the project name and bidder's name on the outside of the envelope. Mark the envelope: "Bid Enclosed - Do Not Open". Section 004114 Non-Collusive Bidding Affidavit must be included with the bid. Emailed bids are also acceptable and must be sent to tcassell@labellapc.com, cmousaw@labellapc.com and skerr@stlawco.gov.

It is the intent of the county to offer this public bid opening in Zoom format as well as in-person. Please visit our website 15 minutes before the opening at : www.Stlawco.org – visit the Purchasing Office page for the link. Bids may not be withdrawn for 30 calendar days after receipt of bids. Announcements of bid results will be made within 5 days after receipt of bids.
A Bid Security is not required.
A Performance and Payment Bond is not required.
Construction start date to be determined at time of contract award.
Electronic Copies of the Bidding and Contract Documents will be available beginning July 2nd 2025 from the LaBella Associates Potsdam Office. Hard copies may be examined at LaBella Associates D.P.C, 22 Depot Street Suite 16, Potsdam, NY, 13676. Contract Time and Liquidated Damages: Substantial completion shall be no later than 210 days after award of contract. Liquidated damages of up to two hundred dollars ($200.) per calendar day may be assessed for late Substantial Completion.
Attention of bidders is called to the tax-exempt status of St. Lawrence County. Bids should not include sales and compensating use tax on the cost of materials which are to be incorporated into the structure.
Atttention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. This is a New York State Prevailing Wage Project.
Oral, written, or telecopied modifications to bids will not be considered. Modifying or qualifying statements of any kind shall be on a separate sheet and submitted in the same envelope with the bid.
The Owner reserves the right to reject or accept any or all bids or to enter into negotiations with any bidder. The Owner reserves the right to waive any alleged breach of technicality.
The Owner reserves the right to modify the Contract Documents and rebid the project, if necessary, to meet Owner's budgetary requirements.
