NOTICE TO BIDDERS
Sealed Proposals for: (2026-02) St. Lawrence County Department of Highways Capital Project, 7074 US Rt. 11 Potsdam NY 13676
St. Lawrence County herein called the Owner, invites the submission of sealed bids for the construction work involved with the above listed project.
The project shall bid out as (6) prime contracts: General Construction, Mechanical, Plumbing, Electrical, Sprinkler and Fuel Island.
The scope includes:
• Relocation of their main Department of Highway facility to the above noted Potsdam outpost site. Overall site improvements
including but not limited to a new water tower, fueling island and septic system.
• New 4,608 s.f. Wood Framed Administration Building
• New 26,288 s.f. Steel Maintenance Building
• New 5,000 s.f. Cold Storage Pole Barn
• New Fuel Island
• New Weights and Measures Station
There will be a pre-bid walk-thru on January 29th at 10:30 at the existing Potsdam Outpost facility, 7074 US Rt. 11 Potsdam.
Digital PDF copies of the contract documents may be obtained (on or after Jan. 21st ) at no expense by emailing Kelly Calcagnino at [email protected] or from your local plan room. The Bidder will be responsible for printing plans and specifications as deemed necessary in order to prepare their Bid.
The Owner will receive bids until 3:00 pm local time on Tues. February 17th 2026 at the following office:

All bids shall be in a Sealed Envelope clearly addressed to the above and marked:“(2026-02) 2026 St. Lawrence Department of Highways Capital Project” and at the time and place will be publicly opened and read aloud.
Any bid may be withdrawn without prejudice prior to the official bid opening time or any publicized postponement thereof. The Owner reserves the right to reject any and all bids, and to waive any informality in the bidding. No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the Owner.
